'Adjustable steam' means that the steam cleaner has the ability to adjust the amount of steam that is produced, from a small spray to a very heavy burst.

Different surfaces require different steam pressures to clean - very lightly-soiled surfaces may only require a light spraying, whereas caked-on dirt may require a very heavy flow. This will also effect the amount of water used, and therefore how long the steamer lasts between refills.
